中共中央國務院關于深化產業工人隊伍建設改革的意見
(二〇二四年十月十二日)
產業(ye)(ye)工人(ren)是(shi)工人(ren)階級的(de)主體力量,是(shi)創造社會(hui)財富的(de)中堅(jian)力量,是(shi)實(shi)施(shi)創新驅動(dong)發展戰略、加(jia)快建設(she)制造強國的(de)骨(gu)干力量。為推動(dong)產業(ye)(ye)工人(ren)隊伍(wu)建設(she)改革走深走實(shi),現(xian)提(ti)出(chu)如下意見。
一、總體要求
堅(jian)持以習近平新時(shi)代(dai)中國特色(se)社會主義思(si)想(xiang)為(wei)指導(dao),全(quan)(quan)面(mian)貫徹黨(dang)的(de)二十大和二十屆二中、三中全(quan)(quan)會精神,深入貫徹習近平總書記關于工(gong)(gong)人(ren)階(jie)級和工(gong)(gong)會工(gong)(gong)作的(de)重要論述,堅(jian)持和加強黨(dang)的(de)全(quan)(quan)面(mian)領導(dao),堅(jian)持全(quan)(quan)心全(quan)(quan)意依靠工(gong)(gong)人(ren)階(jie)級的(de)根本方針,深刻領悟“兩個確立”的(de)決(jue)定性意義,增強“四個意識”、堅(jian)定“四個自信”、做到“兩個維(wei)護”,堅(jian)持系統(tong)觀念、問(wen)題(ti)導(dao)向、守正(zheng)創新,深化產業工(gong)(gong)人(ren)隊伍建設改(gai)革,團(tuan)結(jie)引導(dao)產業工(gong)(gong)人(ren)在中國式(shi)現代(dai)化建設中發揮主力(li)軍作用。
主(zhu)要目(mu)標(biao)是:通過深化(hua)產業(ye)工人(ren)(ren)(ren)隊伍建(jian)(jian)設改革(ge),思想政(zheng)治(zhi)引領(ling)更(geng)加(jia)(jia)扎實,產業(ye)工人(ren)(ren)(ren)聽黨話跟黨走的信念更(geng)加(jia)(jia)堅定,干事創(chuang)業(ye)的激情動(dong)力(li)更(geng)加(jia)(jia)高(gao)漲,主(zhu)人(ren)(ren)(ren)翁地(di)位更(geng)加(jia)(jia)顯(xian)著,成就(jiu)感(gan)獲得感(gan)幸福(fu)感(gan)進一步增強(qiang);勞動(dong)光榮、技(ji)能(neng)(neng)寶貴、創(chuang)造(zao)偉大的社會氛圍更(geng)加(jia)(jia)濃厚(hou);產業(ye)工人(ren)(ren)(ren)綜合素(su)質明(ming)顯(xian)提升,大國(guo)工匠(jiang)(jiang)、高(gao)技(ji)能(neng)(neng)人(ren)(ren)(ren)才(cai)不斷涌現(xian),知識型技(ji)能(neng)(neng)型創(chuang)新(xin)型產業(ye)工人(ren)(ren)(ren)隊伍不斷壯大。力(li)爭到2035年,培養造(zao)就(jiu)2000名左右大國(guo)工匠(jiang)(jiang)、10000名左右省級工匠(jiang)(jiang)、50000名左右市(shi)級工匠(jiang)(jiang),以培養更(geng)多大國(guo)工匠(jiang)(jiang)和各級工匠(jiang)(jiang)人(ren)(ren)(ren)才(cai)為引領(ling),帶動(dong)一流(liu)產業(ye)技(ji)術工人(ren)(ren)(ren)隊伍建(jian)(jian)設,為以中國(guo)式現(xian)代(dai)化(hua)全(quan)面推(tui)進強(qiang)國(guo)建(jian)(jian)設、民族復興偉業(ye)提供有(you)力(li)人(ren)(ren)(ren)才(cai)保障和技(ji)能(neng)(neng)支(zhi)撐。
二、強化思想政治引領,團結(jie)引導(dao)產業工人堅定不移聽(ting)黨(dang)話跟黨(dang)走
(一)持續強(qiang)化產業工人隊(dui)伍思想政(zheng)(zheng)治工作。堅持不懈用習(xi)近(jin)平新時代(dai)中(zhong)國特色社會(hui)主(zhu)義(yi)思想凝心鑄(zhu)魂,推動黨(dang)的創新理(li)論(lun)在產業工人中(zhong)落地生根,結合實(shi)際做好(hao)網上思想政(zheng)(zheng)治引(yin)領(ling),持續抓好(hao)主(zhu)題宣傳教(jiao)育,開展普遍(bian)輪訓(xun)。鼓勵支持大(da)國工匠、高技(ji)能人才參(can)加國情(qing)研修,鼓勵支持產業工人參(can)加青年馬克思主(zhu)義(yi)者培養工程,深化社會(hui)主(zhu)義(yi)核心價值觀(guan)教(jiao)育,筑(zhu)牢團結奮(fen)斗的共同(tong)思想基礎(chu)。
(二)加強產(chan)業工(gong)人隊伍(wu)黨(dang)(dang)建工(gong)作。加強企業黨(dang)(dang)組(zu)織(zhi)建設。加強新經(jing)濟組(zu)織(zhi)、新就業群體黨(dang)(dang)建工(gong)作,及時有效擴大黨(dang)(dang)的(de)組(zu)織(zhi)覆蓋(gai)(gai)和工(gong)作覆蓋(gai)(gai)。持續解(jie)決國有企業黨(dang)(dang)員(yuan)空白班組(zu)問(wen)題。加強在產(chan)業工(gong)人中發展(zhan)黨(dang)(dang)員(yuan),注重把生產(chan)經(jing)營骨干培養成黨(dang)(dang)員(yuan)。
(三)大力弘揚勞(lao)(lao)模精(jing)神(shen)、勞(lao)(lao)動(dong)精(jing)神(shen)、工(gong)(gong)(gong)匠精(jing)神(shen)。做實(shi)“中(zhong)國夢·勞(lao)(lao)動(dong)美”主題宣傳(chuan)教育(yu)。在(zai)勞(lao)(lao)動(dong)模范(fan)、五一勞(lao)(lao)動(dong)獎章(zhang)、青年五四獎章(zhang)、三八紅旗(qi)手(shou)等評選工(gong)(gong)(gong)作(zuo)中(zhong),加大對(dui)產業工(gong)(gong)(gong)人的(de)宣傳(chuan)力度。深入(ru)開展“勞(lao)(lao)模工(gong)(gong)(gong)匠進(jin)校(xiao)園”行(xing)動(dong),把勞(lao)(lao)模精(jing)神(shen)、勞(lao)(lao)動(dong)精(jing)神(shen)、工(gong)(gong)(gong)匠精(jing)神(shen)納入(ru)大思政課(ke)工(gong)(gong)(gong)作(zuo)體系(xi),支(zhi)持(chi)在(zai)大中(zhong)小學(xue)設(she)(she)立(li)勞(lao)(lao)模工(gong)(gong)(gong)匠兼(jian)職輔導員,在(zai)職業學(xue)校(xiao)(含技工(gong)(gong)(gong)院校(xiao),下同)開設(she)(she)“勞(lao)(lao)模工(gong)(gong)(gong)匠大講堂”,在(zai)高等學(xue)校(xiao)設(she)(she)立(li)勞(lao)(lao)模工(gong)(gong)(gong)匠兼(jian)職導師(shi)。組(zu)織開展勞(lao)(lao)模工(gong)(gong)(gong)匠進(jin)企業、進(jin)社區、進(jin)機關宣傳(chuan)活動(dong)。
三、發(fa)展全過程人(ren)(ren)民(min)民(min)主,保障產業工(gong)人(ren)(ren)主人(ren)(ren)翁地(di)位
(四)落實產業(ye)工(gong)(gong)人(ren)參(can)與國(guo)家治(zhi)理(li)(li)的制(zhi)(zhi)度(du)。落實保障產業(ye)工(gong)(gong)人(ren)主人(ren)翁(weng)地位的制(zhi)(zhi)度(du)安(an)排。組(zu)織開展黨(dang)的代(dai)表(biao)(biao)大(da)會(hui)(hui)代(dai)表(biao)(biao)和委(wei)員會(hui)(hui)委(wei)員、人(ren)大(da)代(dai)表(biao)(biao)、政協委(wei)員、群團組(zu)織代(dai)表(biao)(biao)大(da)會(hui)(hui)代(dai)表(biao)(biao)和委(wei)員會(hui)(hui)委(wei)員中的產業(ye)工(gong)(gong)人(ren)教育培訓。引導產業(ye)工(gong)(gong)人(ren)依法行使民主權利(li),有(you)序參(can)與國(guo)家治(zhi)理(li)(li)、社會(hui)(hui)治(zhi)理(li)(li)、基層治(zhi)理(li)(li)。
(五)完(wan)善企業(ye)民(min)(min)主(zhu)管(guan)理制(zhi)度。健(jian)全以職工代表(biao)大(da)(da)會為基(ji)本(ben)形式的企事(shi)業(ye)單位(wei)民(min)(min)主(zhu)管(guan)理制(zhi)度,涉(she)及產業(ye)工人(ren)切身(shen)利益的重大(da)(da)事(shi)項(xiang)必須依法依章程經職工代表(biao)大(da)(da)會審議(yi)通過(guo)。堅持和完(wan)善職工董事(shi)、職工監事(shi)制(zhi)度,深化廠務(wu)公開,積極利用數字技術為產業(ye)工人(ren)民(min)(min)主(zhu)參與提供更(geng)為精(jing)準便捷的服務(wu)。
(六)健(jian)全勞(lao)(lao)(lao)動(dong)關(guan)(guan)系協(xie)(xie)商協(xie)(xie)調機制。全面落實勞(lao)(lao)(lao)動(dong)合同(tong)制度,推(tui)進集(ji)體(ti)協(xie)(xie)商和集(ji)體(ti)合同(tong)制度。建立(li)健(jian)全各級協(xie)(xie)調勞(lao)(lao)(lao)動(dong)關(guan)(guan)系三(san)方委員會(hui),發(fa)揮國家協(xie)(xie)調勞(lao)(lao)(lao)動(dong)關(guan)(guan)系三(san)方機制、地(di)方政府和同(tong)級工會(hui)聯席(xi)會(hui)議制度作(zuo)用,把推(tui)進產(chan)業工人隊伍建設改革(ge)列入重(zhong)要議程。完善基層勞(lao)(lao)(lao)動(dong)關(guan)(guan)系治理(li)機制,提升(sheng)勞(lao)(lao)(lao)動(dong)關(guan)(guan)系公(gong)共服(fu)務水平,開展全國基層勞(lao)(lao)(lao)動(dong)關(guan)(guan)系公(gong)共服(fu)務站點(dian)標(biao)準化工作(zuo)。推(tui)進區域和諧(xie)勞(lao)(lao)(lao)動(dong)關(guan)(guan)系高質量(liang)發(fa)展改革(ge)創新(xin)試點(dian)。積極推(tui)進行業、企業和工業園(yuan)區構建和諧(xie)勞(lao)(lao)(lao)動(dong)關(guan)(guan)系。
(七)加強對產業(ye)工人(ren)主人(ren)翁(weng)地位的(de)宣傳引(yin)導(dao)。主流媒(mei)體要加大對產業(ye)工人(ren)主人(ren)翁(weng)地位的(de)宣傳力度,創作(zuo)出版、制作(zuo)播出更多反映產業(ye)工人(ren)風貌的(de)優(you)秀文學藝(yi)術、網絡視聽(ting)和影視作(zuo)品等,營造崇(chong)尚勞模、尊重勞動、尊崇(chong)工匠的(de)社會氛圍(wei)。
四、適應(ying)新(xin)型工業化發展(zhan)需求,完善(shan)產(chan)業工人技(ji)能(neng)形成體系(xi)
(八)推動(dong)現代職(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)育(yu)(yu)(yu)高(gao)質量(liang)發(fa)展。加(jia)快構建職(zhi)(zhi)普(pu)融通、產教(jiao)(jiao)融合(he)(he)的職(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)育(yu)(yu)(yu)體系。堅持(chi)以(yi)(yi)教(jiao)(jiao)促產、以(yi)(yi)產助教(jiao)(jiao)、產教(jiao)(jiao)融合(he)(he)、產學(xue)合(he)(he)作,培育(yu)(yu)(yu)一(yi)批(pi)行業(ye)(ye)領(ling)先(xian)的產教(jiao)(jiao)融合(he)(he)型企業(ye)(ye),打造一(yi)批(pi)核心課程、優質教(jiao)(jiao)材、教(jiao)(jiao)師團隊、實踐項目。實施現代職(zhi)(zhi)業(ye)(ye)教(jiao)(jiao)育(yu)(yu)(yu)質量(liang)提(ti)升計劃(hua)、職(zhi)(zhi)業(ye)(ye)學(xue)校(xiao)教(jiao)(jiao)師素質提(ti)高(gao)計劃(hua),支持(chi)大(da)國工匠、高(gao)技(ji)能人(ren)才(cai)兼任職(zhi)(zhi)業(ye)(ye)學(xue)校(xiao)實習實訓教(jiao)(jiao)師。提(ti)升辦(ban)學(xue)條件(jian)和教(jiao)(jiao)學(xue)能力,創建一(yi)批(pi)具有較高(gao)國際化(hua)水平的職(zhi)(zhi)業(ye)(ye)學(xue)校(xiao)。
(九)加(jia)大復合型技(ji)術技(ji)能(neng)人(ren)才(cai)培(pei)(pei)養(yang)力(li)度(du)。健全(quan)產業(ye)工人(ren)終身職業(ye)技(ji)能(neng)培(pei)(pei)訓制度(du),為發展新質生(sheng)產力(li)、推動高質量(liang)發展培(pei)(pei)養(yang)急需人(ren)才(cai)。大力(li)實(shi)施技(ji)能(neng)中國行(xing)動、職業(ye)教育現(xian)場工程師專項培(pei)(pei)養(yang)計劃(hua)、青年技(ji)能(neng)人(ren)才(cai)鍛(duan)造行(xing)動,全(quan)面推進工學一(yi)體化技(ji)能(neng)人(ren)才(cai)培(pei)(pei)養(yang)模式。
(十)落實企業(ye)培(pei)養產業(ye)工(gong)人(ren)(ren)的責(ze)任。構建(jian)以(yi)企業(ye)為(wei)主體、職業(ye)學(xue)校為(wei)基礎,政府(fu)推動、社會(hui)支持、工(gong)會(hui)參與的技(ji)能(neng)人(ren)(ren)才培(pei)養體系(xi)。鼓勵(li)大型企業(ye)制(zhi)定技(ji)能(neng)人(ren)(ren)才發展(zhan)戰略,健全產業(ye)工(gong)人(ren)(ren)培(pei)訓制(zhi)度,積(ji)極開(kai)展(zhan)公共職業(ye)技(ji)能(neng)培(pei)訓。企業(ye)按規定足(zu)額提(ti)取和使用(yong)職工(gong)教(jiao)育經費,確(que)保(bao)60%以(yi)上用(yong)于一線(xian)職工(gong)教(jiao)育和培(pei)訓。發揮工(gong)會(hui)系(xi)統、行(xing)業(ye)協會(hui)、社會(hui)培(pei)訓機構作用(yong),幫助中(zhong)小企業(ye)開(kai)展(zhan)技(ji)能(neng)培(pei)訓。
(十一)促進產(chan)業(ye)工(gong)(gong)人(ren)(ren)(ren)知識(shi)更新(xin)和學(xue)歷提(ti)升。實施產(chan)業(ye)工(gong)(gong)人(ren)(ren)(ren)繼續教育(yu)項目,鼓勵更多高(gao)(gao)等學(xue)校、開放大學(xue)開設勞(lao)模和工(gong)(gong)匠人(ren)(ren)(ren)才(cai)、高(gao)(gao)技(ji)(ji)(ji)能人(ren)(ren)(ren)才(cai)學(xue)歷教育(yu)班(ban)、高(gao)(gao)級研修班(ban),舉辦勞(lao)模工(gong)(gong)匠創新(xin)培訓(xun)營,持續深化(hua)勞(lao)模工(gong)(gong)匠、高(gao)(gao)技(ji)(ji)(ji)能人(ren)(ren)(ren)才(cai)境外(wai)培訓(xun)和國(guo)際交流活動(dong)。發揮國(guo)家各(ge)類職業(ye)教育(yu)智慧教育(yu)平(ping)臺(tai)作用。打造全國(guo)產(chan)業(ye)工(gong)(gong)人(ren)(ren)(ren)智能化(hua)技(ji)(ji)(ji)能學(xue)習平(ping)臺(tai)。充分發揮工(gong)(gong)人(ren)(ren)(ren)文化(hua)宮等社會公益陣地作用,向農(nong)民(min)工(gong)(gong)、新(xin)就業(ye)形態勞(lao)動(dong)者(zhe)提(ti)供普惠制(zhi)、普及性技(ji)(ji)(ji)能培訓(xun)服務。
五、健全職業發展體系(xi),促進產業工人(ren)成長成才(cai)
(十二)暢通產(chan)業(ye)(ye)工(gong)人(ren)(ren)向上發展通道。建立以創新能力(li)、質(zhi)量(liang)、實(shi)效、貢獻(xian)為導向,注重勞(lao)(lao)模精神、勞(lao)(lao)動(dong)精神、工(gong)匠精神培育(yu)和職業(ye)(ye)道德養成的技能人(ren)(ren)才(cai)評價體系。把大國工(gong)匠、高技能人(ren)(ren)才(cai)納入(ru)(ru)黨管(guan)人(ren)(ren)才(cai)總體安排統籌考慮,支持各地將急需(xu)緊缺技能人(ren)(ren)才(cai)納入(ru)(ru)人(ren)(ren)才(cai)引進目錄(lu)。深入(ru)(ru)實(shi)施職業(ye)(ye)技能等(deng)級(ji)認定提質(zhi)擴面行動(dong)。健全“新八級(ji)工(gong)”職業(ye)(ye)技能等(deng)級(ji)制(zhi)度。
(十三)貫通(tong)產業工人橫(heng)向發展機制(zhi)。引導企業建(jian)立健全產業工人職(zhi)(zhi)業生涯指導計劃。推(tui)進學歷(li)教育學習(xi)成(cheng)果(guo)、非(fei)學歷(li)教育學習(xi)成(cheng)果(guo)、職(zhi)(zhi)業技(ji)能(neng)等(deng)級學分轉換互認。建(jian)立職(zhi)(zhi)業資格、職(zhi)(zhi)業技(ji)能(neng)等(deng)級與相(xiang)應(ying)職(zhi)(zhi)稱、學歷(li)的雙向比照認定(ding)制(zhi)度,健全專業技(ji)術(shu)崗(gang)位(wei)、經營管理崗(gang)位(wei)、技(ji)能(neng)崗(gang)位(wei)互相(xiang)貫通(tong)的長效機制(zhi)。
六、維護勞(lao)動(dong)經濟權益,增強產業(ye)工人(ren)成(cheng)就感獲(huo)得(de)感幸福(fu)感
(十四)提(ti)高(gao)(gao)產業(ye)工(gong)人(ren)經濟(ji)收入。堅持(chi)多(duo)(duo)勞者(zhe)多(duo)(duo)得(de)、技(ji)高(gao)(gao)者(zhe)多(duo)(duo)得(de)、創新者(zhe)多(duo)(duo)得(de),進一步完(wan)善(shan)收入分(fen)(fen)配(pei)制(zhi)度,提(ti)高(gao)(gao)勞動報酬(chou)在初次分(fen)(fen)配(pei)中(zhong)的比重(zhong)。完(wan)善(shan)產業(ye)工(gong)人(ren)工(gong)資(zi)決定、合理(li)增長(chang)、支(zhi)付保障(zhang)機(ji)制(zhi),健全(quan)按(an)要素(su)分(fen)(fen)配(pei)政策制(zhi)度。多(duo)(duo)措并舉(ju)推動企業(ye)建立健全(quan)基于崗位(wei)價(jia)值、能(neng)力素(su)質、創新創造(zao)、業(ye)績貢獻的技(ji)能(neng)人(ren)才薪酬(chou)分(fen)(fen)配(pei)制(zhi)度,以(yi)提(ti)高(gao)(gao)技(ji)能(neng)人(ren)才薪酬(chou)待遇(yu)為(wei)重(zhong)點開(kai)展工(gong)資(zi)集體協商,探索對大國工(gong)匠、高(gao)(gao)技(ji)能(neng)人(ren)才實(shi)行年薪制(zhi)、協議工(gong)資(zi)制(zhi)和(he)股權激勵等。指(zhi)導有條件的地區(qu)發(fa)布分(fen)(fen)職業(ye)(工(gong)種、崗位(wei))、分(fen)(fen)技(ji)能(neng)等級(ji)的工(gong)資(zi)價(jia)位(wei)信息。
(十五)加強(qiang)產業(ye)工(gong)(gong)人服(fu)務(wu)保障(zhang)(zhang)。建立以社(she)會保障(zhang)(zhang)卡(ka)為載體的產業(ye)工(gong)(gong)人電子檔(dang)案(an),實現培訓(xun)信息(xi)與就業(ye)、社(she)會保障(zhang)(zhang)信息(xi)聯通(tong)共(gong)享、服(fu)務(wu)事項一網通(tong)辦。督促企業(ye)與產業(ye)工(gong)(gong)人簽訂書(shu)面勞(lao)(lao)(lao)動合同。嚴格(ge)規范勞(lao)(lao)(lao)務(wu)派(pai)遣用工(gong)(gong),保障(zhang)(zhang)勞(lao)(lao)(lao)動者合法權(quan)益。堅持和發展(zhan)新時代(dai)“楓橋經驗”,完善勞(lao)(lao)(lao)動爭(zheng)議多元處理機制,妥(tuo)善化解(jie)勞(lao)(lao)(lao)動領域(yu)矛盾糾紛(fen)。強(qiang)化勞(lao)(lao)(lao)動保障(zhang)(zhang)監察執法,加強(qiang)與勞(lao)(lao)(lao)動人事爭(zheng)議調解(jie)仲裁聯動,依法糾治(zhi)勞(lao)(lao)(lao)動領域(yu)違(wei)法侵權(quan)行為。
(十(shi)六)有效維(wei)護(hu)產(chan)(chan)業(ye)工(gong)人安(an)(an)(an)全(quan)(quan)健(jian)(jian)(jian)康權益。壓實企(qi)業(ye)安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)(chan)責任,實施高危行(xing)業(ye)領域從業(ye)人員安(an)(an)(an)全(quan)(quan)技能提升(sheng)專項(xiang)行(xing)動,發揮(hui)職工(gong)代表大(da)會對企(qi)業(ye)安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)(chan)工(gong)作(zuo)的監督作(zuo)用(yong)。加強對高危行(xing)業(ye)建設(she)項(xiang)目的勞(lao)動安(an)(an)(an)全(quan)(quan)保護(hu)。加強職業(ye)病防治(zhi)。督促企(qi)業(ye)依法落(luo)實工(gong)時和(he)休息休假制(zhi)度,健(jian)(jian)(jian)全(quan)(quan)并落(luo)實產(chan)(chan)業(ye)工(gong)人療養(yang)休養(yang)制(zhi)度,促進產(chan)(chan)業(ye)工(gong)人身心健(jian)(jian)(jian)康。
(十七)做(zuo)好新(xin)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)形(xing)態(tai)勞(lao)動(dong)者維(wei)權服務(wu)工(gong)(gong)(gong)(gong)作(zuo)。研究推(tui)(tui)動(dong)新(xin)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)形(xing)態(tai)領(ling)域立法。全(quan)(quan)面(mian)推(tui)(tui)行工(gong)(gong)(gong)(gong)會勞(lao)動(dong)法律監(jian)督“一函兩書(shu)”,加(jia)強對(dui)平臺(tai)企業(ye)(ye)(ye)和平臺(tai)用工(gong)(gong)(gong)(gong)合作(zuo)企業(ye)(ye)(ye)的監(jian)管。積極做(zuo)好新(xin)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)形(xing)態(tai)勞(lao)動(dong)者建會入會和維(wei)權服務(wu)工(gong)(gong)(gong)(gong)作(zuo),暢通訴(su)求表(biao)達渠道,解決急難愁盼問題。健全(quan)(quan)靈活就(jiu)(jiu)(jiu)業(ye)(ye)(ye)人員、農民工(gong)(gong)(gong)(gong)、新(xin)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)形(xing)態(tai)勞(lao)動(dong)者社保(bao)制度,擴大新(xin)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)形(xing)態(tai)勞(lao)動(dong)者職業(ye)(ye)(ye)傷害保(bao)障試(shi)點。推(tui)(tui)動(dong)平臺(tai)企業(ye)(ye)(ye)建立與工(gong)(gong)(gong)(gong)會、勞(lao)動(dong)者代表(biao)常(chang)態(tai)化溝通協商(shang)機(ji)制。
七、搭建(jian)(jian)建(jian)(jian)功立業平臺(tai),發揮(hui)產業工人主力軍作用(yong)
(十(shi)八(ba))深入(ru)開展(zhan)勞(lao)動(dong)和技(ji)能(neng)競(jing)賽。圍(wei)繞重(zhong)(zhong)(zhong)(zhong)大(da)(da)(da)戰略、重(zhong)(zhong)(zhong)(zhong)大(da)(da)(da)工程、重(zhong)(zhong)(zhong)(zhong)大(da)(da)(da)項(xiang)目(mu)、重(zhong)(zhong)(zhong)(zhong)點產業(ye),廣泛開展(zhan)各層(ceng)級多(duo)形式(shi)的競(jing)賽活動(dong)。持(chi)續辦(ban)好各級各類職業(ye)技(ji)能(neng)賽事活動(dong)。支持(chi)企業(ye)開展(zhan)形式(shi)多(duo)樣的勞(lao)動(dong)競(jing)賽、技(ji)能(neng)比武(wu),不斷激發產業(ye)工人投身推動(dong)高質量發展(zhan)的積極(ji)性主動(dong)性創(chuang)造性。

(二十(shi))發(fa)揮勞(lao)(lao)模(mo)和工匠人才的示范引領作(zuo)用。加強勞(lao)(lao)模(mo)工匠創新(xin)工作(zuo)室、技能(neng)大師工作(zuo)室、職(zhi)工創新(xin)工作(zuo)室、青創先鋒工作(zuo)室等平臺(tai)建(jian)設。推動在(zai)專精(jing)特新(xin)中(zhong)(zhong)小企(qi)業(ye)、專精(jing)特新(xin)“小巨人”企(qi)業(ye)中(zhong)(zhong)加強創新(xin)工作(zuo)室建(jian)設。鼓勵發(fa)展跨(kua)區域、跨(kua)行業(ye)、跨(kua)企(qi)業(ye)的創新(xin)工作(zuo)室聯盟。實施(shi)“勞(lao)(lao)模(mo)工匠助企(qi)行”,促進專精(jing)特新(xin)中(zhong)(zhong)小企(qi)業(ye)發(fa)展。
八、壯大產業工人隊伍,不斷鞏(gong)固黨長期執政(zheng)的(de)階級基礎和(he)群眾基礎

(二十四(si))把農(nong)民工(gong)培(pei)養成(cheng)高素質現代產(chan)業工(gong)人。圍繞產(chan)業轉型升(sheng)級,加強對農(nong)民工(gong)的技(ji)能培(pei)訓(xun),廣泛(fan)實施(shi)求(qiu)學圓夢行(xing)動。促進(jin)農(nong)民工(gong)融(rong)入(ru)城(cheng)市,進(jin)一步放(fang)(fang)開放(fang)(fang)寬城(cheng)市落戶政策,促進(jin)進(jin)城(cheng)農(nong)民工(gong)平(ping)等享(xiang)有城(cheng)鎮基(ji)本公(gong)共(gong)服務。加大(da)公(gong)益(yi)法(fa)律(lv)服務惠及農(nong)民工(gong)力度(du),保障合法(fa)權(quan)益(yi),促進(jin)穩定(ding)就(jiu)業。
九、加強組織領導,合力推進(jin)產業工人(ren)隊伍(wu)建設改革
(二(er)十五(wu))強(qiang)化(hua)組(zu)織保障。各(ge)級黨委和政府要(yao)加(jia)強(qiang)對產(chan)(chan)業工人(ren)隊伍建設改(gai)革(ge)的組(zu)織領導(dao),強(qiang)化(hua)統籌協調,結合(he)實際(ji)抓(zhua)(zhua)好本意見貫徹(che)落實。各(ge)級工會要(yao)牽頭抓(zhua)(zhua)總,各(ge)級產(chan)(chan)業工人(ren)隊伍建設改(gai)革(ge)組(zu)織推進(jin)機構要(yao)加(jia)強(qiang)分類指導(dao),推動形成(cheng)工作合(he)力。推動促進(jin)產(chan)(chan)業工人(ren)隊伍建設方(fang)面的立法。
(二十(shi)六)發(fa)(fa)揮企(qi)業(ye)(ye)(ye)(ye)作用。強化國(guo)有企(qi)業(ye)(ye)(ye)(ye)政(zheng)(zheng)治責(ze)任(ren),充分(fen)發(fa)(fa)揮中央企(qi)業(ye)(ye)(ye)(ye)和(he)(he)地方大型(xing)國(guo)有企(qi)業(ye)(ye)(ye)(ye)帶動作用。支持(chi)民(min)營企(qi)業(ye)(ye)(ye)(ye)更好(hao)履(lv)行社(she)會(hui)責(ze)任(ren)。鼓勵企(qi)業(ye)(ye)(ye)(ye)將產業(ye)(ye)(ye)(ye)工(gong)人(ren)隊伍(wu)建(jian)設(she)(she)改革(ge)(ge)情況納入企(qi)業(ye)(ye)(ye)(ye)社(she)會(hui)責(ze)任(ren)報(bao)告(gao)、可持(chi)續(xu)發(fa)(fa)展報(bao)告(gao)。發(fa)(fa)布推進產業(ye)(ye)(ye)(ye)工(gong)人(ren)隊伍(wu)建(jian)設(she)(she)改革(ge)(ge)藍(lan)皮書。對推進產業(ye)(ye)(ye)(ye)工(gong)人(ren)隊伍(wu)建(jian)設(she)(she)改革(ge)(ge)成效顯著(zhu)的(de)企(qi)業(ye)(ye)(ye)(ye),各級(ji)黨(dang)委和(he)(he)政(zheng)(zheng)府以及(ji)工(gong)會(hui)等(deng)按規定予以表(biao)彰和(he)(he)相應政(zheng)(zheng)策(ce)支持(chi)。
